For every auctioneer, the annual license fee shall be set by city council resolution.
Provided, no license shall be required for the selling of goods at public sale belonging
to the United States of America, or to the state of California, or for the sale of
property by virtue of any process issued by any state or federal court, or for the
bona fide sale of household goods at the domicile of the owner thereof, or for the
sale of any property of an estate by the legally appointed administrator, executor
or guardian thereof.
